The parliamentary addresses

Beginning in March 2022, Zelenskyy addressed legislatures around the world by video — the UK House of Commons (8 March), the U.S. Congress (16 March), the European Parliament, and dozens of national parliaments. Each address was tailored to its audience: Churchill in London, Martin Luther King Jr. in Washington, the Berlin Wall in the Bundestag. The speeches asked, in every case, for the same things: weapons, sanctions on Russia, and political support. See Wartime Addresses for the major speeches.

Washington — 21 December 2022

Zelenskyy’s first trip abroad since the invasion took him to Washington: a White House meeting with President Biden and an address to a joint meeting of Congress, where he presented a Ukrainian battle flag signed by the defenders of Bakhmut. The visit’s imagery — the olive-drab fatigues in the Capitol — was among the war’s most reproduced.

2023: the travel year

As the war’s second year opened, Zelenskyy traveled in person: London, Paris, and Brussels in February 2023; the G7 summit in Hiroshima in May 2023; the Vilnius NATO summit in July 2023; the UN General Assembly in September 2023. The map below tracks his European travel.

EU candidacy

On 23 June 2022, the European Council granted Ukraine EU candidate status — a decision Zelenskyy had pressed for since the invasion’s first days and which he described as a historic step. Accession negotiations opened in 2024. The candidacy is a political milestone; actual membership remains a long process.

The 2025 negotiations

After the change of U.S. administration, Zelenskyy’s diplomacy entered a new phase: the contentious 28 February 2025 Oval Office meeting with President Trump, followed by months of negotiation over ceasefire proposals, minerals agreements, and security guarantees, alongside continued European diplomacy. Style and substance

Zelenskyy’s diplomacy has two documented registers: the public address — moral, direct, tailored — and the closed negotiation, of which far less is on the record. This page covers the public register; the private one belongs to future archives.
