The Hoodie Lexicon
The hoodie says "NO..." but Patch means a hundred things. Below: a field guide to the flavors of refusal. Every translation is fan invention; every example is a character voice line (fiction).

02 The hoodie itself
The word on the chest — "NO..." — is spray-painted, not printed. The ellipsis is original. Patch claims not to know who painted it and claims not to care, which, per the lexicon above, means Patch cares enormously and has theories.
