A city that never sleeps because nobody in it can afford to.
A fictional place. Neon Borough does not exist. It is the invented city of Jamal Carter's world — every district, landmark, and law below is made up.
Neon Borough is a harbor city that grew too fast and fixed too little. Cranes on the skyline, potholes on the ground, neon on everything. The official motto on the city seal is “Forward, Together.” The unofficial motto, sprayed under the overpass, is “Forward, somehow.”
Jamal walks all of it. But he belongs to the Docks.

Home turf
Where Jamal lives, above Ada's Suds laundromat on Pier 9. Warehouses turned into studios, studios turned into lofts, lofts nobody from the Docks can afford. Murals on every other wall. The Upstairs is here — third floor of a converted print shop, rent paid in flyers and favors.
### Uptown Glass
The other city
Towers, doormen, juice bars. Marlowe Vex's Gray Suits are "revitalizing" the Docks from offices up here. Jamal delivers packages to Uptown Glass every morning and leaves every morning unimpressed.
### The Neon Mile
Nightlife
Theater marquees, late-night diners, the bodega with the cat. Jamal's courier route ends here most nights; the mural wall behind the Rialto is his favorite legal canvas.
### Foundry Row
Old industry
Dead factories, live music. Big Tone's barbershop anchors the corner of 9th and Furnace. The basement venue Static hosts the battle-of-the-beats where Kid Comet got his name.
How the city works (the unwritten rules)
- The walls talk. Murals are the neighborhood newspaper. Read them.
- Favors are currency. Jamal’s whole operation runs on the favor economy — the city mints nothing else.
- The 6 train rule: if you can fix it on the 6 train, it’s fixed. Jamal has repaired bikes, phones, and one engagement on the 6 train.
- Nobody owns a blank wall. They just haven’t painted it yet.
Landmarks of Jamal’s Neon Borough
- Ada’s Suds — the laundromat below his apartment; the unofficial town hall of Pier 9.
- The Upstairs — third floor, 44 Furnace Street. Free design classes, donated laptops, one heroic coffee maker.
- The Rialto Wall — the legal mural wall. Jamal’s sunrise piece has survived four winters.
- Big Tone’s — barbershop, corner of 9th and Furnace. Second chair from the window.
- The Overpass — where the unofficial motto lives.
